Three years after witnessing the murder of a leading senator atop Seattle's Space Needle, reporter Joseph Frady (Warren Beatty) begins digging into the mysterious circumstances surrounding the killing and stumbles into a labyrinthine conspiracy far more sinister than he could have imagined.
